Police shootings in Phoenix have spiked since the Justice Department ended scrutiny in May, despite new use-of-force rules and stepped-up training. Last week, the City Council approved a $1.2 million wrongful-death settlement for a 2019 shooting in which police shot and killed a bystander while searching for a kidnapping suspect.
