Senate Republicans are trying again to “repeal and replace” the Affordable Care Act — or Obamacare — by fast-tracking the so-called Graham-Cassidy bill, which is expected to come up for a vote before Sept. 30.

Supporters say it will give more power to the states, but critics say it will do so by slashing federal funding, cutting benefits and driving millions off their health plans. They say it fails the “Kimmel test” — whether it would provide care for a child like that of late-night talk show host Jimmy Kimmel, whose son was born with a heart defect.
