WASHINGTON – Under court order, the Trump administration said it will provide half the usual monthly SNAP benefits. It intended to pay nothing, citing the shutdown. It’s not enough but “it’s better than starving,” said one recipient in Apache County, Ariz., where nearly a third of residents rely on food stamps.
