Ethan Fuller, a former Arizona resident, looks back on a Phoenix police shooting that left him with life-changing injuries two years prior. He was unarmed and experiencing psychosis. It wasn’t until the Howard Center for Investigative Journalism contacted Fuller that he learned the officer’s actions in his case were deemed out of policy by the Phoenix Police Department. The officer involved in the shooting is appealing that ruling through internal channels.
This story was produced by the students at the Howard Center for Investigative Journalism at Arizona State University’s Walter Cronkite School of Journalism and Mass Communication, an initiative of the Scripps Howard Foundation in honor of the late news industry executive and pioneer Roy W. Howard.
