PHOENIX – Diane Douglas, Arizona Superintendent of Public Instruction, discussed her lukewarm attitude toward the AzMERIT test and seemed puzzled when asked about Proposition 305, a ballot measure asking voters to stop the expansion of school vouchers in Arizona.
